Regional Seller Performance

Sellers from all eBay sites are required to meet the same minimum standards, ensuring that sellers globally are both setting and meeting buyer expectations worldwide.

We have four regional performance standard programs, with slightly different minimum performance thresholds, and your performance is measured against the standards of the region into which you sell an item. You can keep track of your performance against these standards through your Seller Dashboard.

As a seller, you're expected to:

Promptly resolve customer issues

Follow through on your return policy

Respond to buyers’ questions promptly

Manage inventory and keep items well stocked

Charge reasonable shipping and handling costs

Ship items on time, within your specified handling time

Be helpful, friendly, and professional throughout a transaction.

Make sure the item is delivered to the buyer as described in the listing

Specify shipping costs and handling time in the listing

International eBay seller performance standards

Depending on which site you register with and which country you ship your items to, your transaction will be subject to one of four international eBay seller performance programs.

Please note transactions are measured against either global or local standards, but not at once.

01

US seller standards program

Determines your status on eBay.com. You are evaluated based on transactions which are shipped to the US.

When you register and work on eBay.com, your work is evaluated based on transactions which are shipped to the USA.

If you’ve had 400 or more transactions in the last three months, you’re evaluated over that three-month period. If you’ve had fewer than 400 transactions in the last three months, you’re evaluated on the past 12 months.

You can have a maximum of 0.3% of eBay Money Back Guarantee closed cases without seller resolution over the most recent evaluation period. The percentage requirement applies after the account has exceeded the maximum number of occurrences, which is a maximum of 2 occurrences.

To meet our minimum standard, you can only have up to 2% of transactions with one or more defects over the most recent evaluation period. To qualify as a Top-Rated Seller, you can only have up to 0.5% of transactions with one or more defects over the most recent evaluation period. Only your transactions with US buyers count toward your seller performance rating on eBay.com.

The defect rate won’t affect your seller performance status until you have transactions with defects with at least 5 different buyers, or at least 4 different buyers to impact Top Rated status, within your evaluation period.

If you don’t meet the minimum US performance standards:

  • your search placement will be lowered;
  • there may be limits on your selling activity or you even may be restricted from selling items on eBay until your performance improves;
  • if you have a Premium, Anchor, or Enterprise eBay Store and have been below standard for 60 days, we may downgrade your Store to Basic level.

If your account doesn’t meet the standards, you:

  • Need to resolve all issues on the account before buying or selling with other accounts
  • Can’t register for a new account
  • Can’t use an existing eBay account to avoid buying and selling limits or other policy consequences
  • Pay a higher percentage rate for final value fees

UK and Ireland seller standards program

Determines your status on eBay.com. You are evaluated based on transactions which are shipped to the US.

When you register and work on eBay.com, your work is evaluated based on transactions which are shipped to the USA.

If you’ve had 400 or more transactions in the last three months, you’re evaluated over that three-month period. If you’ve had fewer than 400 transactions in the last three months, you’re evaluated on the past 12 months.

You can have a maximum of 0.3% of eBay Money Back Guarantee closed cases without seller resolution over the most recent evaluation period. The percentage requirement applies after the account has exceeded the maximum number of occurrences, which is a maximum of 2 occurrences.

To qualify as a Top Rated Seller, you can only have up to 0.5% of transactions with one or more defects over the most recent evaluation period. Only your transactions with UK and Ireland buyers count toward your seller performance rating on eBay.co.uk and eBay.ie.

If you don’t meet the minimum UK and Ireland performance standards:

  • your listings could be demoted in search results;
  • you could be restricted from selling items on eBay;
  • if you offer the eBay Premium Service, it could affect your ability to remain in those programmes;
  • if you have subscribed to an Anchor Shop and have opted into international selling, your beneficial rates for international selling may be removed;
  • if your seller level is Below Standard, you can’t subscribe to a Featured or Anchor Shop;
  • your payment for your sales to the US, Canada and the UK may show as pending for a period to allow for successful fulfilment.

In very serious cases, your account may be suspended. If this happens, you:

  • must resolve all issues on the account before you can buy or sell with other eBay accounts;
  • can’t register for a new account;
  • can’t use an existing eBay account to avoid any selling restrictions or other policy consequences.

Germany, Austria and Switzerland seller standards program

Determines your status on eBay.com. You are evaluated based on transactions which are shipped to the US.

When you register and work on eBay.com, your work is evaluated based on transactions which are shipped to the USA.

If you’ve had 400 or more transactions in the last three months, you’re evaluated over that three-month period. If you’ve had fewer than 400 transactions in the last three months, you’re evaluated on the past 12 months.

You can have a maximum of 0.3% of eBay Money Back Guarantee closed cases without seller resolution over the most recent evaluation period.

To meet our minimum standard, you can only have up to 2% of transactions with one or more defects over the most recent evaluation period. To qualify as a Top-Rated Seller, you can only have up to 0.5% of transactions with one or more defects over the most recent evaluation period. Only your transactions with Germany, Austria and Switzerland buyers count toward your seller performance rating on eBay.de, eBay.at and eBay.ch.

The defect rate won’t affect your seller performance status until you have transactions with defects with at least 4 different buyers, or at least 3 different buyers to impact Top Rated status, within your evaluation period.

Maximum percentage of transactions sent late is 9%. To qualify as a Top-Rated Seller, you can only have up to 3% of transactions sent late. The Late shipment rate applies after the account has exceeded the maximum number of transactions sent late, which is a maximum of 7 and 5 transactions respectively.

Late deliveries will no longer count against your late delivery rate metric, provided you let us know the item has been dispatched on time and make it right with the buyer if any problems occur.

We’ll remove negative or neutral Feedback caused by delivery delays, from buyers in emerging markets.

If you don’t meet the minimum German, Austrian and Swiss performance standards:

  • your listings could be demoted in search results;
  • there may be limits on your selling activity or you even may be restricted from selling items on eBay until your performance improves;
  • you may lose your status as a Top-Rated Seller;
  • if your seller level falls Below Standard and remains at that level for 60 days, your subscription to the Top or Premium Store will be changed to a subscription to Standard. This means that your beneficial rates for international selling may be removed;
  • your payment for your sales to the US, Canada and the UK may show as pending on your account for a period of time to allow for successful fulfilment.

In very serious cases, your account may be suspended. If this happens, you:

  • must resolve all issues on the account before you can buy or sell with other eBay accounts;
  • can’t register for a new account;
  • can’t use an existing eBay account to avoid any selling restrictions or other policy consequences.

Global seller performance standards (markets outside of the US, UK, Ireland, Germany, Austria and Switzerland)

Determines your status on eBay.com. You are evaluated based on transactions which are shipped to the US.

When you register and work on eBay.com, your work is evaluated based on transactions which are shipped to the USA.

If you’ve had 400 or more transactions in the last three months, you’re evaluated over that three-month period. If you’ve had fewer than 400 transactions in the last three months, you’re evaluated on the past 12 months.

You can have a maximum of 0.3% of eBay Money Back Guarantee closed cases without seller resolution over the most recent evaluation period. The percentage requirement applies after the account has exceeded the maximum number of occurrences, which is a maximum of 2 occurrences.

 Maximum Late shipment rate is 10%. To qualify as a Top-Rated Seller, you can only have up to 5% of transactions sent late.

If you don’t meet the minimum global performance standards:

  • your search placement will be lowered;
  • there may be limits to your international selling activity until your ratings improve;
  • you may also be restricted from selling items on eBay outside of your domestic market if your performance falls significantly below the minimum requirements;
  • if you have a Premium, Anchor, or Enterprise eBay Store and have been below standard for 60 days, your Store may be downgraded to  Basic level. 

If your account doesn’t meet the standards, you:

  • need to resolve all issues on the account before buying or selling with other accounts;
  • can’t register for a new account;
  • can’t use an existing eBay account to avoid buying and selling limits or other policy consequences;
  • pay a higher percentage rate for Final value fees.

So, you need to make sure you are performing in all regions to maintain a good Seller level and performance. If you are new to eBay, it makes sense to concentrate on one region first. Once you get a handle on how to score a high Seller Level and Performance, you can then branch out to other regions.
