You can become a eBay Top Rated Seller on ebay.com, ebay.co.uk, ebay.ie, ebay.de, ebay.at and ebay.ch (the US, UK, Ireland, Germany, Austria and Switzerland markets, as well as in markets outside these regions) depending on your sales history and on meeting regional performance standards requirements.
If you sell on other eBay sites or offer international shipping, your performance is measured against the standards of the region into which you sell an item. eBay has four regional performance standard programs:
US seller standards program determines your status on ebay.com. You're evaluated based on transactions which are shipped to the US.
UK seller standards program determines your status on ebay.co.uk and ebay.ie. You're evaluated based on transactions which are shipped to the UK and Ireland.
German seller standards program determines your status on ebay.de, ebay.at and ebay.ch. You're evaluated based on transactions which are shipped to Germany, Austria, and Switzerland.
Global seller standards program determines your status if you are selling in one of the markets outside of the US, UK, Ireland, Germany, Austria and Switzerland. You are evaluated based on all of your transactions which are shipped worldwide, minus those that are shipped to the US, UK, Ireland, Germany, Austria, and Switzerland.
To become a Global eBay Top Rated Seller (markets outside the US, UK, Ireland, Germany, Austria and Switzerland) you need an eBay seller account that’s been active for at least 90 days.

To become an eBay Top Rated Seller in the UK and Ireland markets you need an eBay business seller account that’s been active for at least 90 days.
To become an eBay Top Rated Seller in Germany, Austria and Switzerland markets you need an eBay business seller account** that’s been active for at least 90 days.
Your seller performance should meet the following requirements:
